Guantao advises Sun Paper on its USD 600 million papermaking project in Laos
Shandong Sun Paper Co., Ltd. (002078) ("Sun Paper") has invested more than US $600 million since 2018 to construct and operate a 1.2-million-ton papermaking project in Savannakhet Province, Lao People’s Democratic Republic.
The project adopts an integrated “forest–pulp–paper” development model as its strategic core. Based on Sun Paper’s operational needs and external conditions, the project is strategically structured to make effective use of local forestry resources, geographic advantages, and preferential tax policies. This integrated approach has created a highly competitive and large-scale industrial base for pulp and paper production, enabling the company to overcome constraints such as environmental capacity limits and raw material shortages. By addressing these resource bottlenecks and advancing both quality and efficiency, the project supports Sun Paper’s long-term and sustainable growth. It aligns the improvement of product quality with the rational expansion of production capacity and advances the company’s high-level “going global” strategy by breaking through traditional limitations in environmental capacity and raw material supply. Since its completion and commencement of operations, the 1.2-million-ton papermaking project in Laos has performed well operationally and has fully met its investment expectations.
The project was advised by Guantao partners Hong Yuhao and Zhou Wanning, together with associate Zhang Chuyao. They served as PRC legal counsel throughout the entire lifecycle of the investment and subsequent operations. The team was deeply involved in all stages of Sun Paper’s investment and project implementation. With a thorough, pragmatic, and detail-oriented working approach, and supported by strong professional competence and execution, the team successfully assisted in bringing the project to completion and has continued to provide legal support during its subsequent operations. The firm’s work has been highly recognized by Sun Paper.
